For the background, photoshop the Background.png file from the [SkinsFolder]\Illustro\@Resources and the [SkinsFolder]\Illustro\Welcome folders accordingly.
For the text color, change the value of the colorText variable from the [Variables] section in every skin's .ini file from the suite.
Afterwards, save the said files and refresh the desired skins from the suite. Let us know how that goes.
